

Energy efficiency
The framework decree lays the foundation for a sustainable energy future in Switzerland. A new market for energy efficiency certificates, or "white certificates," is being established: Energy suppliers receive efficiency targets that they must meet either through their own measures or by purchasing corresponding certificates.
The efficiency market – what is changing?
Mandatory efficiency targets

Energy suppliers must achieve efficiency improvements in their end customers’ electricity consumption – for example through equipment replacement, optimization or consulting.
Grace period without sanctions

Those who miss their target must meet the difference within the following three years. No financial penalties are provided.
White certificates

If the efficiency target cannot be achieved by the company itself, certificates can be purchased – thus creating a tradable market for efficiency certificates.

According to the first package of implementing regulations (Federal Council, November 2024):
Energy suppliers with > 10 GWh annual sales must achieve an annual electricity savings target:
2026: 1% of reference electricity sales
2027: 1.5%
From 2028: 2% annual savings
